General Information about Undertool / What is Undertool?

What is Undertool?

UnderTool.com is an auction house for contractors and service providers. Clients post work orders and jobs that need to be done on Undertool.com, and then find the person or company that offers the highest quality for the best price. It’s easy! Just create an auction or estimate request, wait for the bids to come in, and make your choice - just like you would when awarding a contract in the conventional way.


The advantage of our site is that instead of having to tediously search for an affordable contractor, the contractors come to you! This obviously saves you time and energy.

Another advantage: The feedback system gives you a quick idea of the quality and reliability of each contractor, something that the Yellow Pages can’t do.

 
 

What does it cost?

If you post an auction or an estimate request, it will cost you exactly nothing! Accepting a bid is also completely free of charge. The only charges for listing an auction or estimate request are for the additional listing options such as Featured Auction, Color Highlighting and Bold Lettering. Contractors are charged a small commission if they are awarded a contract. You can look up those fees on the fee information page.

 
 

How do I register?

Registration with Undertool.com is easy and free! If you would like to register, please select "register" from the upper menu bar. Enter your personal information into the respective fields. Please make sure that you have not forgotten any of the fields and that you have not entered any incorrect or incomplete information.

 
 

How will my account information be verified?

After successful registration you will receive a confirmation email sent to the email address you provided. This email contains a summary of all your personal information, as well as a link that you must click on in order to verify that the email address you provided is correct. This link will take you back to UnderTool.com, and your account will be activated. Should you not receive an email from us, this might be because you have entered in your email address incorrectly. In this case, please contact our customer service at: info@undertool.com. If you have registered with UnderTool.com to bid on work orders, and would like to apply for silver, gold, or platinum status, you must fax us a copy of your documents (in addition to your email verification) for the confirmation of your status level:

3. Platinum: A copy of your trade license or permit and proof you are bonded and insured


Please note that incomplete documents will not be considered and will be disposed of without further notice within 24 hours. Auction or Estimate Request?

On Undertool.com, you have the option to post an auction and then select a contractor. However, if you wish to first get an idea of how much a job is going to cost you, you can also choose to post an estimate request. The contractors then submit offers to you, including a time-frame for carrying out your work order, and then you decide if you wish to award the contract at all, and if so, to whom.

 
 

Restrict Bidders?

You always have control over who can place a bid on your work order. We use a system to categorize all contractors, based on the level of documentation they have provided. All contractors who register with us start out at the bronze level. Once they have sent us further documentation, their status will be updated.

Where can I see new or previous bids on an auction?

You can see the number of current bids on each auction’s individual page. On this page, only the amount of the lowest bid is actually visible. However, after the auction has ended, you will be able to see all bids and who submitted each bid (for more information, see the next question).

 
 

I can only see a list of all bidding contractors and their respective bid amounts after the auction has ended?

That is correct, you can only review a list of all bidders after the auction has ended. In addition, the lowest bidder’s complete contact information will be sent to you by email. If the bid amount is lower than your starting price, you will have 3 days to select a contractor. After that, the bidder with the lowest bid automatically will be awarded the contract. If all bids are higher than your initial starting price, you have 30 days to decide if you want to award the contract. After 30 days, the auction expires with no bidder receiving the contract.

 
 

Can I withdraw my work order at any time in case none of the offers appeal to me?

If you have posted your order in the form of an auction, this is only possible if all received bids are higher than your initial starting price.


However, if you have posted your work order in the form of a estimate request, you are not obligated to select any of the bidders.

 
 

What do "A" and "E" in the left upper corners of the pictures mean?

Do you offer incentives for signing up new members?

What kinds of jobs or work orders am I allowed to list on Undertool.com?

You are allowed to list any job or work order for any type of service as long as it complies with all federal, state, and local laws and legal provisions. Furthermore, Undertool.com reserves the right to remove auctions or estimate requests for jobs and services that we feel are inappropriate. These decisions will be made on a case by case basis. If you are unsure whether a job or work order complies with these terms, don’t hesitate to contact us. Registration

Do I have to pay to register with Undertool.com?

No, registration is free for all users.

 
 

Can I pick any user name?

In general, you can choose any name you would like as long as it isn’t offensive or otherwise violate our TOS. However, we recommend using your own name or the name of your company to be more easily recognized by other members and to help keep Undertool.com fair and transparent.
 
 

I did not receive the activation e-mail after I registered. What should I do?

If you have waited a couple minutes after registering and you still haven’t received your activation e-mail, first check in your Spam or Junk mail folder. Many ISP’s and especially web-based email providers often sort these messages automatically into the Spam or Junk folder. If this is the case, please add the undertool.com to your address book or “white list” to prevent this happening in the future. It is also possible that you have not received the e-mail due to technical issues. If this is the case, please contact Undertool.com customer service either by sending an e-mail to info@undertool.com or by scrolling to the bottom of our site and clicking on “contact,” and the filling out the form.
 
 

I can’t click the link in the activation e-mail!

This is probably related to the configuration of your web browser or e-mail client. If for some reason you can’t click on the link, just copy and paste it in the address field of your web browser (Internet Explorer, Firefox, Opera, etc). Remember to copy and paste the entire link!
 

How is my personal information used?

We only collect personal information for internal use and will never sell or otherwise give away any information to third parties without your consent. For more information, please scroll to the bottom of our site and click on the “Privacy Policy” link.
 

 

Auctions/Estimate Requests

Are expired auctions/estimate request saved?

Undertool.com deletes all expired auctions/estimate requests after 6 months. Auctions you have won, auctions you did not win, and auctions on your watch list can all be viewed in the “My Undertool” area of our site.

 

Can I extend the time period of an auction that is already running?

No, when you post an auction, you must select a time period for the auction and this time period is binding. If an auction does not receive any bidders, you do have the option of re-listing the auction.
 

Are there any costs for posting an auction or estimate request?

Posting a job or work order in the form of an auction or estimate request is completely free. You do have the option of selecting special highlights for which we do charge extra. Bold lettering costs $1.00, Color Highlighting costs $2.50, and including your auction in our featured auctions area costs $5.00.
 

Who can list a job or work order?

Any registered member can post a job or work order in the form of an auction or estimate request. All you have to do is take a moment to register and then login with your username and password.
 

Do I have to be registered to post an auction or estimate request?

You can create an auction or estimate request without being registered, however to post your listing on our site you must be registered and logged in. After creating a listing, you have the option of registering with us. The information you have entered regarding your job or work order will be saved until you have completed registration. Then you can finish your auction and post it to our site.
 

Can I change an auction that is already running?

You do have the ability to add more information. Anything new information will be time-stamped and added to the bottom of the description.
 

Can I cancel a running auction?

If you posted a job or work order as an auction, then only if all bids you received were above your starting price. If you posted an estimate request, you are not required to choose any of the bidders.
 

I want to post a job or work order, but I don’t know what I should use as a starting price?

Before you post your auction it is wise to contact local companies and try to get an idea of abut how much your job would cost to carry out. Auctions with completely unrealistic prices never get serious bids. We all know the saying “you get what you pay for.” Our site was designed to help clients get quality work done at an affordable price, so that both contractors and clients are satisfied. If your price is unrealistic, contractors have the option leave comments informing you of this as well as place bids above your initial starting price. This way you will soon find out if the starting price you have set is realistic or not.
 

What is does “Buyout Price” mean?

When posting an auction, the client has the ability to set a price at which any contractor can agree to do the job and automatically be awarded the contract, similar to the “Buy It Now” Option on other auction sites. However, as soon as any bids have been made, this option will no longer be available.
 

Can I review the bids made on an auction?

The number of bids entered is listed on each individual auction description page. Only the amount of the lowest bid can be seen during the auction. When the auction ends, the identity of the lowest bidder is also shown. If you posted the auction, then after the auction ends you will receive a list of all bidders and their respective bids.
 

Undertool.com ended my auction early or completely removed my auction. Why did this happen?

Any auction for a job or work order that violates federal, state, or local laws, or does not comply with our Terms of Service/User Agreement can and most likely will be removed from our platform. By misuse of our platform or repeated posting of prohibited auctions, we reserve the right to suspend your user account.
 

My auction has ended. What do I do now?

After your auction ends, you will receive a list of all bidders. In addition, you will receive the lowest bidder’s complete personal information. Usually this bidder will contact you within a short period of time. If you have received bids that are lower than your starting price, you have 3 days time to select any of the bidders. If you do not select another bidder within this time frame, the lowest bidder automatically will be awarded the contract. If all bids received are higher than your initial starting price, then you will have 30 days time to decide if you want to award the contract or not. If you do not award the contract to any of the bidders, the auction will expire after this period.
 

How can I find out more about the bidders?

In the “My Undertool” section is an option to view a list of all bidders on your ended auctions. Here you can find click on each bidder to view their profile page. The profile page gives a detailed overview of each bidder, including resume or portfolio, a list of references, any personal information they have deemed important for potential clients to know, as well as a list of all feedback they have received using our platform.
 

How do award a bidder my contract?

After an auction of yours has ended, you can go to “My Undertool” and then “My ended Auctions” to view a list of all members who have placed a bid on your auction. If you have received a bid lower than your initial starting price, you have 3 days time to review all bidders and select the one you feel is best suited to your needs. Once you have made a decision, click on “Award Auction” and choose your selection from the list. When you choose a bidder you are entering into a legally binding contract with that contractor. So make your choice wisely!
 

Will the bidders be informed of my decision?

Yes. As soon as you award the contract to one of the bidders, all bidders will receive an e-mail informing them of your decision. The winning bidder will receive a congratulatory e-mail with your contact information. You should hear from the winning bidder shortly thereafter.
 

What can I do if an auction has ended and I didn’t get any bids or all the bids are higher than my starting price?

You always have the ability to re-list an ended auction. In the “My Undertool” area, just click on “Re-list Auction” from the menu on the right. However, in you didn’t receive any bids or all bids were higher than your initial starting price, you should probably adjust your initial starting price to reflect the true market value of your job.
 

Do I have to award the contract to the bidder who agreed to my “Buyout Price?”

Yes. If you select the option to include a Buyout Price in your auction, the contract will automatically be awarded to the bidder who agrees to this price, provided no other bids have been made on your auction. This constitutes a legally binding agreement between yourself and the bidder.
 

What if I do not want to award the contract to any of the members who bid on my auction?

If you are not satisfied with any of the bidders, you have the ability to re-list your auction within 3 days. If you do not re-list your auction within 3 days, the lowest bidder will automatically be awarded the contract.
 

 

Contractors

Is there a way to create a list of all auctions I am interested in?

Of course. If you are logged in, you can click the “Add to my Watch List” button located in the top right corner of every auction description. You can then review these auctions by clicking on “Watch List” in the “My Undertool” section.

 

How do I place bids on auctions?

Under the description of the work order you will find a field in which you can enter the smallest dollar amount for which you are willing to complete this order. In case of equal bid amounts, the bid received first will be accepted.
Please note:
By placing a bid you are making a binding offer. If you are not seriously interested in the job, please do not bid! Also, please read the work order through very carefully and ensure you can carry out the work order before placing your bid.
In order to change your bid, just place a new one. Your previous bid will be automatically updated.
 

Why can I place bids on some auctions but not others?

When posting an auction, all members have the ability to select the lowest member status level that is allowed to bid on the auction. If the auction is restricted to bidders having a status level higher than your current level, then you will not have the ability to place a bid on that auction. You always have the ability to post comments to the client asking them to review your profile or change the bidding restriction to allow you to make a bid.
Your status level is determined by the level of documentation you have provided Undertool.com with.

  • Platinum level (licensed, bonded, insured)
 

The initial starting price for an auction seems unreasonably low. What can I do?

In general, every client has the right to select an initial starting price that they find reasonable or are willing to pay. Certain jobs are regulated by law and have set minimum prices/wages. Otherwise, you as a contractor always have the ability to post a bid above the initial starting price as well as leave a comment informing the client of the market value of certain jobs. Most clients are normal laypersons and do not have a realistic idea of what a certain job actually would cost to complete. They will probably appreciate your professional advice. But please refrain from leaving insulting comments. This will result in a suspension of your account.
 

I placed the lowest bid on an auction. What do I do now?

You will receive an e-mail containing the client’s contact information shortly. We recommend you contact the client as soon as possible. The client has a period of 3 days to choose from any of the bidders, after which you will automatically be declared the winner and be awarded the contract.
 

How can I get in contact with the client after an auction has ended?

If you are the lowest bidder, have been awarded a contract, or have used the Buyout option, you will receive an e-mail with the client’s contact information. It is important to contact the client as soon as possible to discuss further details. Remember that the client has 3 days time to award the contract to any of the bidders, after which the lowest bidder is automatically awarded the contract.
 

Can I receive bids after an auction ends?

No, once an auction ends, further bids cannot be placed. However, you can still leave comments for the client in the “comments” section of the auction description.
 

An auction has ended, but I haven’t received the client’s contact information.

If you have been awarded a contract and haven’t received an e-mail containing the client’s contact information, please first check your Spam or Junk mail folder. If it isn’t in one of these folders, either contact customer service or leave a comment for the client in the “comments” section of the auction description.
 

Can I recommend an auction to friends or colleagues?

Yes, you can. Each auction has a “recommend this auction” link and here you can enter in the name, e-mail address, and a comment for the person you think might be interested in the auction.
 

 

User Account

How can I change my personal information?

You can change your personal information by going to the “My Undertool” area and clicking on “My Account Information”.

 

I forgot my username and/or password. What can I do?

On the login page, please click on the link “forgot your username/password?” and follow the instructions. You will have to enter the e-mail address you used to register with us as well as your zip code. You will then receive an e-mail to that account providing further instructions.
 

Can I create a company profile page on Undertool.com?

Of course. You have the option to create a profile page during the registration process or at any time afterwards by going to “My Undertool” and then clicking on “About Me.” It is important to provide detailed information for potential clients, including pictures and/or your company logo, your resume, a list of references, and any other information you feel will help other members choose you out of a list of other bidders. Pay special attention to correct spelling and grammar. You only have the chance to make one first impression!
 

I have decided that I no longer want to receive the newsletter. Is this possible?

In the “My Undertool” section, you will find the link “My Settings.” Here you can change whether or not you want to receive the newsletter. You can change this option whenever you wish.
 

Is there an overview page where I can view all of my information and activities on Undertool.com?

The “My Undertool” section of our site is your personal area, where you can view all of your individual activities. Here you can access your personal information, your Watch List, your Order Radar, as well as view a list of auction you have listed, all bids you have placed, and view your feedback and leave feedback for other members.
 

 

Feedback

Why should I leave feedback for a client/contractor?

When applicable, Undertool.com requires most contractors to provide documentation of their operating license, bonding and insurance coverage, as well as proof of identity and contact information. However, in today’s business world, even the most thorough background verification system can only tell so much. Information regarding the actual quality of the work performed, general friendliness, if a client pays bills promptly, etc. cannot be determined by looking at documents alone. This is where the feedback system comes in. Members can give detailed explanations regarding their personal experience with a contractor or client, and this information will then aid all members in their decision making process. Obviously, contractors with lots of positive feedback will be rewarded by more easily acquiring future contracts; this in turn helps clients more easily find high-quality contractors. If a member has lots of negative feedback, you may want to be wary of doing business with that member.

 

Who can I leave feedback for?

If you have concluded a contract with another member using Undertool.com, you may leave feedback for that member. Clients leave feedback for contractors, and vice versa.
 

Where can I leave feedback?

In the “My Undertool” section of our site, you can click on the link “Leave Feedback.” Here you will find a list of all members for which you can leave feedback. Please keep in mind that negative feedback can have serious consequences for other members. Please try and resolve all differences and only leave negative feedback if you feel it is absolutely necessary.
 

How can I leave feedback?

Using a point system you can rate your contract partner based on different criteria depending on if you were the client or the contractor. For example, as client you can rate the quality of the work done, contractor friendliness, if you would use this contractor again, and so forth. As contractor you can also rate client friendliness, if the payment was made promptly, if you would work for this client again, etc.
 

What is an Experience Report?

As part of the feedback system, clients have the ability to create a report detailing your experiences with a contractor. Here you can also rate the contractor as well provide additional information that could be helpful for other members. Further, you can post pictures to this report documenting work done (before and after pictures for instance).
 

Can I view which client/contractor left me which feedback?

Yes, in the “My Undertool” section you can click on “My Feedback” and you will find a sorted list of all auctions/estimates for which you received feedback. Here you have a detailed overview of all feedback points.
 

Can I change feedback that I have already posted?

No, all feedback is permanent. Please bear this in mind before you leave feedback (especially negative feedback) for another member.
 

 

Comments

As a contractor, how can I get in touch with a potential client before I post my bid?

In each auction description you will find a comment box on the right hand side of the page. Once you have left your question or comment, the client will receive an e-mail informing them that someone has left a comment. All comments and responses can be viewed at the bottom of the auction description. Please note that it is prohibited to leave e-mail addresses, telephone numbers, or other contact information in the comment box.

 

As a client, how can I respond to questions and comments left for me?

You can respond to a client the same way a contractor leaves a message. On the description page of your auction, there is a comment box on the right hand side. Here you leave your response which will also be visible at the bottom of your auction page. The contractor who posed the question or comment will then receive an e-mail informing them that you have left a response.
 

I have asked a client a question, but I still haven’t received a response. What should I do?

All clients automatically receive an e-mail notification that someone has posed a question. It is then up to the client if they wish to respond to your question. Undertool.com will not provide further contact information if they decide not to respond. In such cases we recommend carefully considering whether or not to place a bid.
 

Can I get in touch with a client without using the comment box?

If you have been awarded a contract, then you will receive an email with your contract partner’s contact information. If an auction has not yet ended or you have not yet been awarded the contract, you must use the comment box on the auction page.
 

What should I do if I see a comment that violates the Undertool.com User Agreement or TOS?

If you wish to report a comment that you feel is in violation of our User Agreement or is insulting or disparaging, please send an email to info@undertool.com informing us of this fact. We will review the comment and if necessary remove it as well as take action against the user who posted it.
 

 

Requesting an Estimate

What does it cost to post an estimate request on Undertool.com?

Posting of auctions and estimate requests on Undertool.com is completely free of charge. If you would like your estimate to stand out from the rest, you do have the option of adding bold lettering, color highlighting, or placing it in the “Featured” section of our site. These extra options all have additional fees associated with them. A complete list of fees can be found on our “Fee Information” page.

 

How do I post an estimate request?

Posting a request for an estimate is similar to posting an auction. You will have to describe the work you need done and indicate a time period when you would like the work to be completed. For further information, please go to our “Help” page and read the section entitled, “Posting an Estimate Request.”
 

Can I choose a contractor directly after reviewing all submitted estimates?

Yes. In the “My Undertool” section you can click on “my ended auctions/estimates.” Here you will find a list of all contractors who gave an estimate. You have 30 days time to review all contractors and their respective estimates, and decide whether or not you will award one of them the contract. After 30 days, the estimate request will expire, and you will no longer be able to select a contractor. In this case, you can still re-list your estimate request, should you so choose.
 

Am I required to choose one of the contractors who submitted an estimate?

No. You have 30 days time to decide whether you want to award the contract to one of the contractors submitting estimates or not. After this period, the request will automatically expire, with no contractor receiving the contract.
 

 

Billing

What does it cost to use Undertool.com?

Registering, posting auctions or estimate requests, receiving bids and estimates, as well as awarding contracts can all be done completely free of charge. You will only be assessed a fee if you choose to make your auction stand out by using one of our extra options (bold lettering, color highlighting, or inclusion in the “Featured Auctions” section). In addition, contractors are required to pay a small commission on contracts they have been awarded.

Who is responsible for which fees?

Contractors are billed for the commission on work orders/jobs they have been awarded. Clients are billed for any additional fees resulting from the use of listing options such as bold lettering, color highlighting, or inclusion in the “Featured Auctions” section.
 

How will I receive my bill?

All bills will be sent in electronic form to the e-mail address you provided when you registered. You should print these bills out and save them for your records.
All bills are sent with a digital signature verifying that the bill was indeed sent from Undertool.com.
 

When will I be billed?

Clients will receive a bill for any listing options shortly after posting an auction or estimate request. Contractors will receive a bill shortly after being awarded a contract or declared the winner of an auction.
 

Why do you use an electronically signed billed?

For tax purposes, it is imperative to keep a copy of all invoices in case you need to verify your expenses. We use an electronic signature to prove that the bill did indeed come from Undetool.com. This is also for your protection, so you do not fall victim to an online scam and can be 100% sure the bill you are paying is definitely from us.
 

What should I do with a bill with a digital signature?

The most important thing to do is verify the authenticity of the invoice. In the “My Undertool” section you will find a link called “my account balance.” Here you can download a small tool which can be used to verify the digital signature included in your bill. Once you have verified the bill’s authenticity, you should print out a copy of the bill to save for your records.
 

How does the tool verify the digital signature’s authenticity?

The small piece of software checks the following points to verify the digital signature:
  1. Does the bill have a digital signature?
  2. Was the signature certificate valid at the time the signature was attached?
  3. Were any changes made to the document after the signature was attached?
  4. Who issued the signature?
You will receive a report verifying all these points that you can save or print out for your records.
 

How can I save the bill to my computer?

In the “My Undertool” section you can click on the link to “my account balance.” Here you will find a list of all your bills and you can view them or save them from this page.
